TII is committed to the twin objectives of providing safe and efficient national roads. Improved roads and the elimination of traffic congestion locations contribute to a more efficient transport system. Education, Enforcement and Engineering are recognised in the Road Safety Strategy (2013-2020) as three essential factors for reducing road collisions and fatalities. TII’s endeavour to provide a safer network of national roads is mainly focused on Engineering.
The safety of the national road network continues to be improved by TII through the construction of motorways and dual-carriageways, which have lower collision rates than the sections of two-lane national road they replace. TII also works to mitigate safety problems on existing national roads.
Road Safety Strategy
Targets for collision reduction were set out in the 2007-2012 Road Safety Strategy. TII was heavily involved in the engineering aspect of this safety strategy. The main aim of the 2007-2012 Road Safety Strategy was to reduce road fatalities to a maximum of 60 per million. This target has been exceeded and TII is now working towards the objectives set out in the Road Safety Strategy for 2013-2020. EU Directive on Road Infrastructure Safety Management
The TII Safety section has an extensive road safety agenda aimed at reducing the number of collisions occurring on the network of national roads. The EU Directive on Road Infrastructure Safety Management (EU RISM) was transposed into Irish Law through S.I No. 472 of 2011. EU RISM provides a system for managing the safety of the national road network. Much of the work of the TII Safety Section involves the implementation of EU RISM requirements.

TII GE-STY-01022 (HD 15) Network Safety Ranking
Network Safety Ranking is the process of using collision data to rank the safety of the national road network and to identify high collision locations.
TII CC-STY-04002 (HD 16) Temporary Safety Measures Inspection
Inspections of Temporary Safety Measures are carried out at road works to ensure that safety measure guidelines are being practiced.
TII AM-STY-06044 (HD 17) Road Safety Inspection
Road Safety Inspections are performed on existing national roads to identify safety issues and defects that require maintenance.
TII PE-PMG-02001 Road Safety Impact Assessment (HD 18)
Road Safety Impact Assessments are completed on national road schemes to determine the safety impacts of different planning options for new schemes, or where extensive modifications are being made to existing schemes.
TII GE-STY-01024 Road Safety Audit (HD 19)
Road Safety Audit is an evaluation of road schemes at design, construction and completion stages to identify potential hazards to road users.

Traffic calming schemes are funded by TII. Traffic calming schemes are specifically aimed at reducing vehicle speeds through towns and villages on national roads.
